The Ministry holds a stakeholder consultation workshop on the Draft Regulation for Energy Efficient Certification of New Buildings

A stakeholder consultation workshop has been conducted to get inputs on the Draft Regulation for Energy Efficient Certification of New Buildings. The regulation is being introduced in accordance with chapter 6 clause 57, 58 of the Energy Act of Maldives (Law no: 18/2021) which was passed and ratified in September 2021. The Act establishes laws for issuing energy service provider licenses as well as the transition to a renewable-energy and energy efficient economy. The Act thus provides a legal basis to bring in regulation for energy efficiency certification in Maldives.

The regulation for Energy Efficient Certification for new buildings contains roles and responsibilities of the stakeholders involved, requirements for property owners and developers willing to apply for energy efficient certificate, stages of certification and processes involved at each stage, rating criteria and the implementation structure. The certification is based on the Building Energy Efficiency Guideline developed by MECCT under the GEF funded project “Strengthening Low Carbon Energy Island Strategies (LCEI) with support from the Ministry of National Planning, Housing and Infrastructure and other stakeholders such as architects and engineers.

The objective of the stakeholder consultation was to introduce the regulation for Energy Efficient Certification for new buildings, developed by MECCT to the participants and familiarize them with the requirements to apply for energy efficient certificate, stages of certification and processes involved at each stage, rating criteria and the implementation structure.  The views and inputs received from the stakeholders on the provisions included would be taken into account to ensure the practicality, adoptability of the certification.

21 officials from the Ministry, Utility Regulatory Authority, Ministry of National Planning, Housing and Infrastructure, Housing Development Cooperation, Energy Auditors, Association of Civil Engineers, Maldives Association of Tourism Industry, Maldives Transport and Contracting Company participated in the workshop which was held at Champa Central Hotel.

The development of the regulation is being supported by the strengthening Low Carbon Energy Island Strategies Project (LCEI), which is funded by the Global Environment Facility (GEF) and administered by the United Nations Environment Programme (UNEP).
