Maldives initiates the development of the First Biennial Transparency Report

20 Feb 2024

The inception workshop was held today to initiate the development of the First Biennial Transparency Report that aligns with the Enhanced Transparency Framework (ETF) under the Paris Agreement.

The workshop held today brought together a wide range of stakeholders including ministries, public companies, non-governmental organizations (NGOs), national experts, and the United Nations Environment Programme (UNEP).

At the opening ceremony of the inception workshop, the Special Envoy for Climate Change, Mr. Ali Shareef, emphasized the significance of this activity. He highlighted that the initiative should not be viewed merely as the development of another report. Instead, the focus should be on the data and analysis that contribute to the report. This process should serve as a catalyst for institutional development and contribute to the broader development of the nation.

The BTR serves as a comprehensive tool for the Maldives and other nations to report on their climate actions and progress towards meeting their Paris Agreement commitments. At its 21st session, on 12 December 2015, the Conference of the Parties to the UN Framework Convention on Climate Change adopted the Paris Agreement with a goal to limit global warming to well below 2 degree Celsius, preferably 1.5 degrees Celsius compared to pre-industrial levels. To ensure the achievement of its goals, the Agreement mandates all Parties to submit Nationally Determined Contributions (NDCs) every 5 years, outlining the efforts by each country to achieve them. The signatory countries to the Paris Agreement are expected to submit Biennial Transparency Reports (BTRs) tracking the implementation of their NDCs, including a National Inventory Report every two years starting from December 2024.

The development of the First BTR is funded by the Global Environment Facility and is supported by UN Environment.
