MoU Signed with the Ministry of Transport and Civil Aviation to Enhance Data Management in the Transport Sector for the preparation of Greenhouse Gas (GHG) Inventories

A Memorandum of Understanding (MoU) has been signed between the Ministry of Climate Change, Environment and Energy (MCCEE) and the Ministry of Transport and Civil Aviation (MOTCA) to enhance data management systems within the transport sector for the preparation of Greenhouse Gas (GHG) inventories.

The MoU was signed by Minister H.E. Thoriq Ibrahim on behalf of the Ministry of Climate Change, Environment and Energy, and Minister H.E. Mohamed Ameen representing the Ministry of Transport and Civil Aviation.

At the signing ceremony, Minister H.E. Thoriq Ibrahim stated, “This collaboration marks a significant step forward in our national efforts to tackle climate change. By enhancing data management in the transport sector, we are not only improving our GHG inventories but also paving the way for more informed and effective climate policies.”

The transport sector, identified as a key category in the national inventories, contributes approximately 25% of the Maldives’ total emissions. However, challenges persist in obtaining accurate activity data within the sector. Through this MoU, both Ministries will collaborate to improve the data management mechanisms in the transport sector, thereby strengthening the Maldives’ ability to effectively monitor and report on its GHG emissions for the compilation of the national Greenhouse Gas (GHG) inventories.

This initiative is being undertaken under the “Capacity Building for Improved Transparency of Climate Change Mitigation and Adaptation Actions in the Maldives” (CBIT Maldives) project. The project, funded by the Global Environment Facility (GEF) and executed by the Ministry with support from the United Nations Environment Programme (UNEP).

By aligning the Maldives’ transparency efforts with the Enhanced Transparency Framework (ETF) of the Paris Agreement, the CBIT Maldives project seeks to strengthen long-term institutional arrangements, systematize data collection and processing, and develop indicators and methodologies. Additionally, the project aims to improve overall data quality and management procedures for GHG inventories, mitigation and adaptation actions tracking, and climate finance, ensuring regular and transparent reporting to the United Nations Framework Convention on Climate Change (UNFCCC) process. These efforts will inform national decision-making processes and contribute to the effective management of climate change challenges.
