Ministry Initiates Technical Expert Review of First Biennial Transparency Report in Partnership with UNFCCC

Today the Ministry, together with United Nations Framework Convention on Climate Change (UNFCCC) Secretariat initiated the In-country Technical Expert Review (TER) of the Maldives First Biennial Transparency Report (BTR).

The BTR submitted by countries every two years to the UNFCCC, is a critical element of the Paris Agreement’s Enhanced Transparency Framework. It is a comprehensive document that contains detailed information on national greenhouse gas emissions, mitigation projections, policies and measures, climate change impacts and adaptation, levels of financial, technology development and transfer and capacity-building support, capacity-building needs and areas of improvement.

The Maldives successfully submitted the first BTR ahead of the 31st December 2024 deadline. Maldives was the third SIDS to submit the report. In recognition of this submission, the Maldives was honored with the BTR Champion Certificate, acknowledging the nation’s commitment to global climate action and transparency.

The TER aims to assess and enhance the quality and transparency of the Maldives BTR. A group of experts will conduct consultations, verify reported information, and provide constructive feedback on where the BTR can better demonstrate action, identify areas of improvement and capacity-building needs, and attract targeted support, and address other key priority areas. These recommendations will help strengthen the Maldives’ monitoring, reporting, and verification systems, inform future reporting, and enhance overall climate resilience.

The review process will provide valuable feedback that will inform and improve the next BTR submission in 2026. By enhancing the integrity of the BTR, the Maldives reaffirms its commitment to transparency and accountability in its climate action initiatives.
