Toward Risk-Aware and Climate-resilienT communities (TRACT) - Strengthening climate services and impact-based multi-hazard early warning in Maldives
The Republic of the Maldives is a Small Island Developing State (SIDS) and is one of the smallest atoll island nations globally. The country consists of small, low-lying atoll islands which makes the Maldives extremely vulnerable to the negative impacts of climate change, particularly coastal erosion and sea-level rise. The project entitled “Toward Risk-Aware and Climate-resilienT communities (TRACT) - Strengthening climate services and impact-based multi-hazard early warning in Maldives” will be implemented by United Nations Environment Programme (UNEP) as the Accredited Entity (AE), and the Ministry of Climate Change, Environment and Energy (MOCCEE), designated by the Government of Maldives as the national Executing Entity (EE).
Objectives
- The overall goal of the Project is to increase resilience and reduce the vulnerability of sectors and communities in Maldives to climate change impacts by ensuring the availability and access to reliable climate services and a people-centred impact-based multi-hazard early warning system (MHEWS) covering the entire country. The project is designed to ensure a holistic and integrated approach to strengthening early warning systems in Maldives as a critical component of climate change adaptation and disaster risk reduction. The TRACT project is designed to scale up several previous or ongoing initiatives to support the delivery of reliable, user-driven climate services and an end-to-end, people-centred multi-hazard early warning system (MHEWS) that reach all those at risk.
Expected Outcomes
- Reliable climate and disaster risk information is available to support risk-informed, evidence-based decision making – The project will work with the government and key climatesensitive sectors in Maldives to improve collaboration for the collection, management and exchange of climate-related data and information. It will also strengthen capacities for multihazard risk and vulnerability assessments and collection and analysis of weather, water, climate and air quality data.
- User-driven climate services and an end-to-end, people-centred impact-based MHEWS are operational and sustained – The project will enhance the utilisation of climate information services in decision making for all sectors of the Global Framework for Climate Services at the national level. Reliable climate services will provide the data, forecasts and predictions that underpin effective MHEWS. Investment in early warning systems will go beyond Pillar 2 (Observations and Forecasting) to cover the entire MHEWS value chain
- Sectors and communities implement timely and effective preparedness and anticipatory actions that increase resilience and reduce disaster risks – Outcomes 1 and 2 provide an enabling environment for the increase of resilience and the reduction of disaster risks. This Outcome ensures that sectors and communities have the knowledge and capacity to access, use, and act on impact-based forecasts and warnings, and sector-specific climate analytics to reduce disaster risks and avert or minimise climate related losses and damages, including loss of life. Well-functioning early warning systems are also critical to enhancing public health and safety.
